Role of the European Climate Law in governing the EU’s Climate and Energy Transition

The Roundtable debate moderated by Kati Kulovesi was a part of the GOVTRAN final event series. The speakers were Michael Bloss, Member of the European Parliament, Alina Averchenkova, Distinguished Policy Fellow. Lead, Governance and Legislation, Grantham Research Institute on Climate Change and the Environment, the London School of Economics and Political Science and Matthias Duwe, Head of Climate, Ecologic Institute. The experts discussed the making of the European Climate law, including the challenges faced in reaching agreements. They also discussed the specificities of the law including the European Scientific Advisory Board on Climate Change, access to justice, the law’s potential and shortcomings. A lively question and answer session followed the presentations.
About the event
In spring 2021, agreement was reached on the European Climate Law, a key component of the European Green Deal to enshrine in legislation the EU’s goal of reaching climate neutrality at the latest by 2050. This panel session will bring together a range of experts to discuss and analyse the outcome from various perspectives.
The event will consider the role of the European Climate Law in governing the EU‘s climate and energy transition. It will address questions such as the what value the European Climate Law adds to the existing climate law and policy framework in the EU. How does it look in comparison to similar legislation (national climate acts) in the EU Member States and beyond? How successful is the European Climate Law in filling gaps in current EU climate legislation especially in terms of scientific input, public participation and access to justice?
