“In preparing its intended nationally determined contribution during negotiations for the Paris Agreement on climate change, the European Union (EU) was one of the first parties to the United Nations Framework Convention on Climate Change (UNFCCC) to set a new climate change mitigation target for 2030, pledging to cut greenhouse gas emissions by at least 40% compared to 1990. Implementation of the 2030 targets has involved modifications to existing legislation and the adoption of new legal instruments. All the relevant legislation to implement the 2030 Framework has been adopted. Against this background, this special issue aims to offer a timely analysis of recent developments in EU climate change law, with an emphasis on the 2030 Framework. Together, the articles in this special issue offer new analyses of the EU’s 2030 Framework, and provide insight into the evolution of, and prospects for, EU climate and energy governance.”
The special issue is the product of a GOVTRAN workshop held in Helsinki, Finland on 8–9 July 2019.
